Contract Deployer

Takes creation bytecode and a constructor signature, encodes the arguments properly and appends them — encoding them wrong does not fail loudly, it deploys a contract initialised with garbage. Predicts the deployment address before sending, since a CREATE address depends only on the deployer and its nonce, and estimates gas so a reverting constructor is caught first. Ships with no built-in token bytecode on purpose: bytecode you have not compiled yourself is bytecode you cannot read, and a token contract is exactly where a hidden mint would sit.
