Timelock Queue Watcher

A timelock exists so changes are visible before they take effect, which only helps if somebody looks during the window. This sweeps both dominant designs — Compound-style and OpenZeppelin TimelockController — because checking only one silently reports nothing queued for half the timelocks in existence. An action counts as pending only if it was queued and neither executed nor cancelled, otherwise months of completed governance reads as outstanding. It also reads the minimum delay and flags anything under an hour, since the whole value of a timelock is the reaction window it creates and a delay that short is barely a window at all.
